hair Transplantation in diabetic patient

Dear Sir
My uncle's blood sugar(fasting) is 148mg/dl and PPBS is 165mg/dl.He is not on medication,but recent reports have shown this.Can he undergo hair transplantation now or else is it advisable to take treatment and control blood sugar and then plan for transplant?
Please let me know,how he should plan?
